POSITION OVERVIEW:
Under the supervision of the Director of Technology for the City of Columbus, Indiana, the Network Security Engineer is responsible for the security, reliability and integrity of the City network and telephony system.
SUMMARY OF ESSENTIAL FUNCTIONS:
- Operates under the department’s established goals and objectives.
- Create and maintain the network security architecture designs and documentation as they relate to Enterprise and Operational networks LAN, WAN, WLAN, and disaster recovery needs across multiple sites with diverse functional and regulatory requirements.
- Collaborates closely with the IS department staff to assess short and long term capacity needs, new technologies, emerging security threats, and changes to information security requirements.
- Design and support VoIP infrastructure and its associated software, lifecycle management including call management systems, voice mail, and interactive voice response.
- Manage all enterprise security solutions, including firewalls, anti-virus, and intrusion detection systems.
- Works on high-level projects, safeguarding processes align with the City’s operational needs.
- Participates with IS Support to resolve and mitigate VoIP, WLAN and other network related issues.
- Guides and provides mentoring to department team members in the implementation of the security and network infrastructure.
- Other duties as assigned.
QUALIFICATIONS:
- Bachelor’s Degree and six years of progressive technical experience in security and network architecture in information technology.
- Experience may substitute for education.
EXPERIENCE & SKILLS:
- Demonstrated knowledge in design of a highly available and scalable network infrastructure consisting of multiple data centers and sites.
- Strong understanding of network security principles and a proven track record of successful implementation of network security solutions.
- Experience configuring networks in accordance with regulatory requirements, or industry best practices where no specific standard applies, to ensure the confidentiality, integrity and availability of the data residing on or transmitted to/from/through enterprise workstations, servers and other systems and in databases and other data repositories.
- Proven capability installing, supporting, and maintaining enterprise network LAN, WAN, WLAN, and VoIP architectures and their security.
- Physical and Mental Requirements:
o The employee must work typical office hours in City Hall, and also respond to emergencies remotely and in person.
o Must occasionally lift and/or move up to 30 pounds.
o Specific vision abilities required by this job include close and distance vision.
o Must be able to work 40+ hours occasionally for IT projects, emergencies and/or year- end deadlines. This position earns 1.0 comp time for work over 40 hours, with a maximum of accumulation of 240 hours of comp time.
- Analyze problems, identify and communicate alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
- Communicate professionally, clearly and concisely, both orally and in writing.
- Ability to establish and maintain effective, professional and courteous relationships with co-workers, city, county and state government agencies, financial service providers, auditors and consultants.

- Will have a criminal history background check and pre-employment drug screen after conditional offer of employment.

JUDGEMENT:
- Work is somewhat difficult and complex and is performed using independent judgement and discretion within policies and procedures structured by federal, state and local law as well as the Director of Technology’s guidance.
- Performs a variety of highly responsible duties of a complex nature which require considerable judgement and initiative.
RESPONSIBILITIES:
May provide leadership, work assignments, evaluation, training, and guidance to others within the IS department or other City departments.
WORKING CONDITIONS:
Ordinary office working conditions in City Hall Information Services during the week. Employee is expected to work outside of normal business hours when there is an emergency, deadline, or big project and manage to provide after-hours and weekend support. May on occasion work weekends, and be contacted at home to respond to important situations; must be available for emergency calls.
RESIDENCY:
- Must reside in Bartholomew County or adjoining county within six (6) months of employment.
DRUG/ALCOHOL TESTING:
This is a safety sensitive position and as such is subject to the City's Drug and Alcohol-Free Workplace Program which includes: pre-employment testing, random testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.
